Maharashtra Electric Vehicle Policy–2025: Powering the Future of Sustainable Transport

The Government of Maharashtra has unveiled its ambitious Electric Vehicle (EV) Policy–2025, which will be effective from April 2025 to 31st March 2030. With a clear vision for a cleaner, greener future, the policy aims to position Maharashtra as a leading state in India’s transition towards sustainable mobility.

Key Targets and Vision

The policy sets a bold and measurable goal:
30% of all new vehicle registrations in the state to be electric by 2030.
✅ A phased transition of government fleets to electric vehicles.
50% electrification of fleets operated by aggregators and commercial fleet operators.

This move aligns with India’s broader climate commitments and seeks to reduce urban air pollution and carbon emissions by accelerating EV adoption.

Demand-Side Incentives: Boosting EV Purchases

To make EVs more attractive and accessible to consumers, the policy introduces a comprehensive set of demand-side incentives, including:

  • 💰 Fiscal subsidies of 10% to 15% on different vehicle categories, covering up to 1,75,000 EVs, with a total financial outlay of ₹1,740 crores.

  • 🚗 Exemption from motor vehicle tax for all eligible EVs.

  • 📄 No fee for the issuance or renewal of registration certificates for EVs.

  • 🛣 100% toll tax exemption on select state and national highways for passenger EVs.

These measures are designed to ease the upfront cost barrier and accelerate the adoption of electric mobility across the state.

Charging Infrastructure: Building the Backbone of EV Growth

Recognizing the critical role of charging infrastructure, the policy outlines robust strategies to support the growing EV ecosystem:

  • EV charging stations every 25 km on all state and national highways.

  • Mandatory fast charging stations at all existing and new fuel pumps on highways, as well as MSRTC bus stations.

  • 🧾 Allocation of ₹100 crores for incentives under a Viability Gap Funding (VGF) framework for DC fast charging stations.

  • 🔌 Concessional electricity tariffs for all EV charging and battery swapping stations.

  • 🧠 Promotion of interoperability by encouraging Charging Point Operators (CPOs) to adopt Unified Energy Interface (UEI) protocols.

In addition, urban planning guidelines are being updated:

  • 🏢 100% EV charging readiness in parking areas of new residential buildings.

  • 🏬 50% EV charging readiness in parking spaces of new commercial buildings.
