The government of India came up with drafted rules for the management of used electric vehicles batteries. The manufacturers and dealers will be asked to record and collect back the used batteries while placing the new ones.

The Ministry of Environment, Forest and Climate Change has issued a notification which mentions ensuring that the used batteries are collected back as per the ‘Schedule’ against new batteries sold, excluding those sold to original equipment manufacturer and bulk consumer(s).”

The Ministry is looking for suggestions from the public on the battery waste management draft rules within 60 days. After considering the public suggestions the government will bring the rules into action.

The MRAI (Material Recycling Association of India) Director, Navin Sharma, Director said, “With this notification, the industry has got a lot of clarity. The dealers (who sell new auto batteries) will now have to keep records of older batteries received from consumers and issue a receipt (purchase invoice) to the consumer for every used battery collected.”

The manufacturer, importer, assembler and re-conditioners of the EV batteries will have separate rules.

According to the notification, they need to file an annual return of their sales and buyback to the State Board, latest by December 31 of every year. Along with setting up the collection centres either individually or jointly at various places for collection of used batteries from consumers or dealers. Make sure of collected batteries must be sent to the registered recyclers only.

The recycling operations should be of reasonable size so that recycling can be done in an eco-friendly way. The suggested recycling capacity is 10,000 MT (metric ton)/year, Sharma added.
