Kerala’s ‘Refresh & Recharge’ Initiative Sets a New Benchmark for EV Charging Infrastructure in India
Kerala has taken a major step towards strengthening its electric vehicle (EV) charging network with the launch of the ‘Refresh and Recharge’ initiative. This ambitious program, led by the Kerala State Electricity Board Limited (KSEBL), is designed to enhance public charging stations through a Public-Private Partnership (PPP) model.
A Game-Changer for EV Infrastructure
Under this initiative, Kerala is adopting the Design-Build-Finance-Operate-Transfer (DBFOT) model to modernize its charging infrastructure. This approach enables private investors to finance, develop, and operate EV charging stations for a specified period before transferring ownership back to the government.
The initial phase of the program offers 63 KSEBL-owned charging stations for private investment. These facilities will be upgraded with improved amenities, advanced charging technology, and efficient operational management.
