Haryana Govt to incentivise manufacturing of EV & develop charging infrastructure

The Haryana Government outlined an incentive scheme to boost the auto sector in the state which aims to manufacture and create job opportunities. The government in its draft Estate Management Policy 2020 has proposed a slew of incentives for the sector which includes the development of the supplier parks, existing auto manufacturing units expansion. The state government will also incentivise the manufacturing of electric vehicles and green automotive technologies.

The draft states that it will promote and support the establishment and expansion of existing automobile units in B, C and D category districts through low-cost land establishes of training centres, linkages with ITIs and polytechnics, and development of social infrastructure for officials and workers.

Currently, the state manufacturers 80% of excavators, 52% of cranes, 50% of cars and 33% of two-wheelers in India.

Recently, the Ministry of Road Transport and Highways, the government of India has announced the sales and registrations of electric vehicles without batteries to create an ecosystem to accelerate the uptake of the electric mobility in the country.

Earlier, the government of India came up with drafted rules for the management of used electric vehicles batteries. The manufacturers and dealers will be asked to record and collect back the used batteries while placing the new ones.

The Ministry of Environment, Forest and Climate Change has issued a notification which mentions ensuring that the used batteries are collected back as per the ‘Schedule’ against new batteries sold, excluding those sold to original equipment manufacturer and bulk consumer(s).”

The proposed policy interventions, Vinnie Mehta, the director of Automotive Components Manufacturers Association of India, said, “These are all welcome steps. However, there is a shortage of land in the state and if the government can make the same available, it will be very helpful for the industry.” However, he said the ordinance seeking 75% quote for local youths in private jobs, “will be detrimental to industrial development”.
