Delhi Unveils Air Pollution Mitigation Plan 2025: Restrictions on Commercial Vehicles, Cloud Seeding Initiative with IIT Kanpur

Delhi, June 5, 2025:
Delhi Chief Minister Rekha Gupta today unveiled the Air Pollution Mitigation Plan 2025, a comprehensive strategy aimed at tackling the national capital’s worsening air quality ahead of the winter pollution season. As a major step under this plan, the government will restrict the entry of commercial vehicles into the city, allowing only BS-VI-compliant, CNG, and electric vehicles from November 1, 2025.

The announcement comes as part of a broader initiative to reduce vehicular emissions and improve public health. Addressing the press, CM Rekha Gupta stated, “Air pollution in Delhi has been a persistent crisis. This plan is a result of extensive consultation with experts and stakeholders to safeguard the well-being of our citizens.”

Key Highlights of the Air Pollution Mitigation Plan 2025:

  • Vehicle Entry Restrictions:
    From November 1, 2025, only BS-VI-compliant, CNG, and electric commercial vehicles will be permitted entry into Delhi. Older diesel and petrol vehicles that do not meet BS-VI norms will be barred.
  • Artificial Rain through Cloud Seeding:
    In collaboration with IIT Kanpur, the Delhi government will implement cloud seeding to induce artificial rainfall. This measure is expected to help settle airborne particulate matter during peak pollution months, particularly in November and December.
  • Monitoring and Enforcement:
    Delhi Police and Transport Department will be equipped with enhanced surveillance tools, including ANPR cameras, to strictly enforce entry restrictions and identify violators.
  • Other Measures:
    The plan also includes intensified street cleaning, dust suppression efforts, and the deployment of smog towers in critical zones.

This marks the first time Delhi is adopting large-scale artificial rain as a pollution control measure. IIT Kanpur had earlier conducted successful cloud seeding trials in other regions, and the partnership aims to replicate those results in the Delhi-NCR region.

Environmentalists have welcomed the plan but also urged the government to focus on long-term sustainable measures, such as promoting public transport and reducing construction-related emissions.

As winter approaches, the capital’s air quality typically deteriorates due to a combination of crop stubble burning, low wind speeds, and local emissions. The government hopes that these proactive steps will significantly ease pollution levels and improve public health outcomes.
