Kerala Introduces Time-of-Day EV Charging Tariffs: Nighttime Rates Up by 30%

In a significant policy shift aimed at better managing electricity demand and promoting clean energy utilization, the state of Kerala has revised its electric vehicle (EV) charging tariffs by introducing a Time-of-Day (ToD) pricing model. This move makes Kerala the first state in India to implement ToD-based differential pricing for EV charging stations.

Under the new policy, nighttime charging — typically from 10 PM to 6 AM — will cost up to 30% more than charging during the day. The intention is to discourage peak-hour electricity usage during the night when overall grid demand often increases due to residential consumption patterns. Conversely, daytime charging — when solar power generation is at its peak — will now be comparatively cheaper, thereby encouraging the use of renewable energy and reducing strain on the grid.

🕒 What is Time-of-Day (ToD) Pricing?

Time-of-Day pricing is a dynamic tariff mechanism that varies electricity costs based on demand at different times of the day. It is widely used in many developed countries to incentivize electricity usage during off-peak hours and reduce stress on the power grid during high-demand periods. Kerala’s application of this model to the EV sector is both a first for the state and a trailblazing example for the rest of India.

For private EV owners, especially those who charge their vehicles at home overnight, the new rates could lead to noticeable increases in monthly electricity bills. Nighttime charging, once considered convenient due to off-road usage during that period, is now financially less viable. This may push users to adjust their habits and consider daytime charging when possible, especially at workplace or public solar-integrated charging stations.

🚗 Concerns for Commercial EV Fleets

Commercial EV users, particularly fleet operators running taxis, delivery vans, or logistics services, are likely to be significantly affected. These fleets often operate 24/7 and rely heavily on nighttime charging to prepare vehicles for the day’s work. The 30% hike could erode operating margins, prompting concerns about the financial sustainability of commercial EV adoption under the new tariff structure.

🌞 Push Toward Renewable Integration

A key objective behind the new pricing model is to promote the use of solar power, which is abundant during daylight hours. By incentivizing daytime charging, Kerala aims to align EV usage with solar generation, improving renewable energy integration and reducing dependence on fossil-fuel-based electricity during nighttime.

⚡ Grid Management and Long-Term Benefits

From a grid management perspective, the ToD pricing model allows the Kerala State Electricity Board (KSEB) to balance load more effectively, reduce the need for expensive peaking power plants, and enhance overall system reliability. Over time, this may also accelerate investments in smart grids and energy storage systems to support variable demand.

Kerala’s move sets a precedent for other Indian states that are grappling with similar issues of energy demand, renewable integration, and growing EV adoption. It marks a critical step toward modernizing electricity pricing in a way that supports sustainability and long-term energy security.

  • Public awareness and education about the benefits of ToD pricing.
  • Availability of public charging infrastructure during daytime hours.
  • Supportive policies or subsidies to offset increased costs for fleet operators.
  • Deployment of smart meters and apps that provide real-time pricing data to users.

As India continues its journey toward e-mobility, Kerala’s innovative ToD pricing model may very well become a national template — but not without its challenges. The balancing act between sustainability, affordability, and accessibility will determine its success in the long run.
