Maharashtra Gears Up to Lead India’s EV Revolution with Tesla Backing and Bold Policy Push
In a defining move for India’s green mobility future, Maharashtra has rolled out an ambitious plan to become the largest electric vehicle (EV) manufacturing hub in the country. With strong support from global players like Tesla and a comprehensive policy framework, the state is accelerating its journey towards clean, sustainable transportation.
At the heart of Maharashtra’s electric revolution is its aim to electrify 30% of all new vehicle registrations by 2030. This bold target aligns with India’s broader net-zero commitments and reflects the state’s proactive stance on environmental sustainability, economic growth, and industrial innovation.
The EV movement in Maharashtra reached a significant milestone when Chief Minister Devendra Fadnavis inaugurated Tesla’s first-ever Mumbai Experience Centre. The launch not only underscores Tesla’s interest in India but also positions Maharashtra as a gateway for global EV leaders seeking to enter the Indian market. Fadnavis called the moment “a pivotal milestone for both the state and India’s clean mobility future.”

Maharashtra is already leading the EV sales chart in India, with 2,46,221 units sold in FY2025, representing a 16% year-on-year growth. This surge reflects growing consumer confidence, supportive infrastructure, and widespread awareness of the benefits of electric mobility. The sales encompass a broad range of segments, from two-wheelers and e-rickshaws to commercial vehicles and electric buses.
The newly launched Maharashtra Electric Vehicle Policy 2025 is a game-changer, offering a series of incentives designed to boost EV adoption and strengthen local manufacturing capabilities. The policy provides:
The policy also targets 40% electrification of buses in major cities, pushing urban transport towards a cleaner future. Charging infrastructure is set to expand rapidly, with incentives for private players and state-backed support for public charging networks.
The state’s industrial cities—Pune, Chhatrapati Sambhajinagar (Aurangabad), Nashik, and Nagpur—are becoming hotspots for EV manufacturing. Leading Indian and global OEMs are setting up facilities, while startups and tier-1 suppliers are being supported through ease-of-doing-business reforms and fast-track approvals.
Maharashtra is also promoting the development of EV clusters, battery pack manufacturing units, and R&D centres, cementing its place as a nucleus of electric vehicle innovation.
To give muscle to its ambitious plans, Maharashtra has allocated a massive ₹1,993 crore to support EV demand creation, manufacturing, research, and infrastructure development. This budget will be used over the next five years and includes direct subsidies, grants for charging stations, and incentives for innovation in EV technologies.
This financial backing ensures that not only urban centres but also Tier 2 and Tier 3 cities in the state benefit from the EV transition.
